Project Overview
POCC at ONGC’s IPEOT facility in Panvel, Mumbai, is an integrated command and control centre developed by Pan Intellecom Ltd on a complete turnkey basis. The project transformed an existing facility into an operational hub for real time monitoring, visualisation, collaboration and decision making across ONGC’s nationwide production infrastructure.
The POCC integrates AV and IT systems across four interconnected spaces. The Main Control Room serves as the operational core, featuring a curved LED wall and 16 operator consoles for continuous monitoring and multi source visualisation in a 24×7 environment. The Collaboration Room enables executive reviews, remote coordination and seamless interaction with the control room. The Experience Zone showcases ONGC’s operations and organisational journey through a custom built interactive timeline wall and immersive visual content for stakeholders and visitors. The Discussion Room supports smaller meetings and planning sessions.
Underpinning all four zones is an AV over IP architecture that ensures seamless, low latency data flow across every space.
What did the client want to achieve?
ONGC envisioned the POCC as the cornerstone of its digital transformation and operational modernisation agenda. With approximately 6,000 oil and gas wells across onshore and offshore locations nationwide, the organisation needed a single centralised environment to unify real time monitoring, operational visibility and collaborative decision making at enterprise scale.
The core objective was to replace fragmented, location dependent oversight with a Centre of Excellence from which engineers and leadership could monitor nationwide assets, respond to events and drive data driven decisions from one integrated command environment.
ONGC also sought a facility supporting multi level collaboration across production engineers and senior management through content sharing, video conferencing and cross room coordination, alongside a scalable platform ready for future integration with advanced analytics, digital twins and AI driven monitoring tools.
Finally, the facility was intended to reflect ONGC’s operational heritage and forward looking vision, serving as both a functional command centre and a showcase of the organisation’s transformation journey.
Scope of work your company was involved in
SI executed the POCC on a full Lump Sum Turnkey basis, encompassing survey, design, procurement, supply, installation, integration and commissioning across all disciplines.
Civil and interior works included acoustic partitions, false ceilings, access flooring, switchable and glazed glass partitions, waterproofing and complete fit out across all four spaces.
AV systems comprised a 14.4 metre curved Christie COB LED videowall, Christie LED videowalls in the Collaboration Room and Experience Centre, Christie laser projectors for three-sided projection mapping and diorama mapping via Dataton Watchout, QSC NV-21-HU AV over IP, QSC Core 110f DSPs with Dante expansion, QSC amplifiers and loudspeakers, QSC SeerVision AI presenter tracking, Sennheiser TCC2 Ceiling microphones , Datapath KVM for 16 operator workstations and T1V ThinkHub collaboration network. System control runs on the Q-SYS platform via Apple iPads.
IT comprised Cisco switching, Cisco UCS servers, 100TB Hitachi NAS, Fortinet firewall, Tyrone workstations with NVIDIA RTX 5000 Ada graphics and Cisco wireless.
Supporting systems included 200KW modular UPS, precision AC, Notifier fire alarm, FM200 suppression, Tyco CCTV, access control, Lutron lighting and 38 minutes of bespoke content production.
What key challenges were faced?
Executing the POCC within an existing building presented four distinct challenges.
The Main Control Centre occupied a former abandoned library — a wedge-shaped space with a tapered ceiling dropping from 5.6 metres at the videowall end to just 2.4 metres at the rear. Fitting a 14.4 metre curved LED videowall, 16 operator consoles, tiered seating and maintaining touch interactive access within this constrained geometry was a significant spatial and engineering problem.
The mezzanine floor housing the UPS, battery, electrical and precision AC rooms had uneven slab levels and structural irregularities, raising questions about whether demolition and reconstruction would be necessary.
Mumbai monsoon season caused sustained disruption to civil and interior works. Continuous rainfall and moisture ingress threatened material quality, finishing timelines and the protection of installed systems.
Content development for the Experience Centre was complex given that ONGC subject matter experts held deep technical knowledge of every operational detail. Ensuring factual accuracy across approximately 38 minutes of original films covering ONGC history, onshore and offshore operations and the significance of the POCC required an intensive and iterative approval process.
How were those challenges resolved?
Each challenge was resolved through engineering judgement, proactive planning and structured collaboration.
For the wedge-shaped control room, operator sight lines were prepared for each of the 16 operator seats. A 900mm raised front podium guaranteed clear sight lines for all 16 operators. A 65-inch interactive touch table was introduced as a secondary presenter interface. Christie developed a custom flexible module specifically to achieve the degree of curvature the room demanded.
The mezzanine structural issues were resolved by reinforcing the existing slab using ISMB columns with targeted strengthening, validated by a structural engineer working alongside the ONGC civil team. This avoided demolition entirely and preserved foundation stability.
Monsoon impact was contained through injection-based waterproofing at internal vulnerable points and comprehensive roof waterproofing across critical zones, enabling works to continue without damage to installed systems or completed finishes.
Content accuracy was achieved by closely working with the client. Storyboards, scripts, voiceovers and rough cuts were reviewed in structured sessions with domain experts at each milestone, resulting in technically precise and stakeholder-approved deliverables.
How has your work helped the client?
The POCC has fundamentally changed how ONGC monitors and manages nationwide production operations. Production Engineers and the Top Management now have a single centralised environment to view real-time data and dashboards from oil wells across the country, removing dependence on fragmented, location-specific oversight.
The 14.4 metre interactive LED videowall gives operators unprecedented situational awareness, with Schlumberger’s custom production dashboards visualised simultaneously in a 24×7 mission-critical environment.
The Collaboration Room enables senior leadership to stay connected to floor-level operations remotely, reviewing live content and pushing information to the main wall in real time via T1V ThinkHub.
The Experience Centre gives ONGC a platform to communicate its operational heritage and digital transformation journey to stakeholders, delegations and visitors.
Collectively, the facility has improved operational transparency, accelerated decision-making, strengthened collaboration and provided a scalable platform ready for future integration with advanced analytics, digital twins and AI-driven optimisation.
The POCC stands as a tangible demonstration of ONGC commitment to modernising India energy infrastructure.
What are you most proud of about the project?
There is a moment , when the 14.4 metre curved LED Wall lights up for the first time and sixteen production engineers sit down at their consoles and the dashboards populate across that wall in real time — when you realise that something meaningful just happened.
That moment belongs to ONGC. We were just the people fortunate enough to build it.
What we are proud of is the completeness of what was delivered. Three interactive LED video walls with active 3D across four spaces, with Projection mapping across a handcrafted diorama. AI presenter tracking on a 14.4 metre stage. 38 minutes of original immersive content. A building transformed from an abandoned library into an environment that monitors the energy heartbeat of a nation.
None of these was straightforward. Each one required the team to go beyond what they had done before.
The POCC is not just a control room. It is proof that complexity, technology and storytelling can come together in a single space — and when they do , the result is something that does not just function. It endures.
