Project Overview

The high-profile integration project delivers a state-of-the-art multi-zone AV infrastructure for the Chief Minister Secretariat in Nava Raipur Atal Nagar, Chhattisgarh, executed for the Public Works Department (E/M Division). This is the first paper less CM Secretariat in India with Televic Multimedia Audio Conferencing Solution.

The project covers three distinct spaces:

State Cabinet Conference Hall: Powered by an enterprise Televic Multimedia Conference System featuring a fully digital central controller, gooseneck chairman and delegate units, and advanced DSP for secure state summits.

State Media & Presentation Zone: Integrated a high-definition 4K Laser projector, acoustically woven projection screen, and multi-channel audio distribution system designed for official briefings and executive presentations.

Recording Studio & Media Setup: Equipped with an 8-channel NDI production switcher, digital mixer, Teleprompter for live streaming and broadcasting.


What did the client want to achieve?

The client—Public Works Department (E/M Division), Raipur—aimed to establish a world-class AV infrastructure for the newly constructed Chief Minister’s Residence & Secretariat in Nava Raipur. The primary objective was to build India’s first paperless CM Secretariat across three specialized functional zones:

State Cabinet Conference Hall: Deploy an enterprise Televic Multimedia Conference System with digital chairman and delegate units, camera tracking, and encrypted signal processing for secure, crystal-clear state cabinet meetings.

State Media & Presentation Zone: Build a high-impact presentation environment featuring a 4K Laser projector, acoustically Woven projection screen, and multi-channel audio distribution for official briefings.

Recording Studio & Media Setup: Create a broadcast-grade production facility capable of multi-channel live streaming, media press distribution via a dedicated Press Patch Bay, and studio audio capture for official state announcements.


Scope of work your company was involved in

SI executed complete end-to-end Supply, Installation, Testing, and Commissioning (SITC) services across three primary technical spaces at the Chief Minister’s Residence & Secretariat:

State Cabinet Conference Hall: Deployed an enterprise Televic Multimedia Conference System featuring a fully digital central controller, 1 chairman unit, and 16 delegate units. Integrated audio signal processing with a 10×6 DSP (equipped with AEC and feedback suppression), 8×8 4K/60 matrix switching, HDBaseT extenders, 10x optical zoom PTZ cameras with control system.

State Media & Presentation Zone: Installed a high-definition BenQ True 4K Laser projector, a 215” acoustically woven fixed-frame screen, and high-fidelity point-source audio system.

Recording Studio & Media Setup: Configured an 8-channel NDI Live Production switcher, a digital audio mixer, studio goosenecks, a teleprompter, and a broadcast-grade Audio Press Patch Bay for seamless media signal distribution.


What key challenges were faced?

Executing a comprehensive AV infrastructure within a strict, non-negotiable completion timeline presented significant operational challenges. Harmonizing three distinct technical environments—the State Cabinet Conference Hall, State Media & Presentation Zone, and Recording Studio—within a high-security state facility required rapid, parallel execution across all teams.

Ensuring zero signal crosstalk, latency, or acoustic feedback across long Cat6 and HDBaseT cabling runs while routing uncompressed 4K video alongside Televic multimedia conference audio required meticulous signal management. Furthermore, integrating complex control protocols (RS-232, IP, NDI, IR, Relays, and HDBaseT) into a single, user-friendly iPad touch interface for non-technical staff demanded swift & custom programming.

Operating on an active construction site further complicated delivery due to severe power fluctuations and environmental dust. To overcome these constraints within the accelerated schedule, sealed sensitive equipment racks early, and synchronized final acoustic calibration alongside ongoing site finishing works to achieve flawless commissioning on time.


How were those challenges resolved?

To address multi-zone integration within a tight project timeline, we implemented isolated signal routing and deployed high-performance DSPs with (AEC) and automatic feedback suppression. This guaranteed crystal-clear, feedback-free audio for the Televic conference setup and media feeds without inter-zone interference.

Signal degradation across extended cabling distances was mitigated by deploying HDBaseT transmitters/receivers alongside fully shielded Cat6 cabling, maintaining uncompressed 4K video resolution and zero-latency distribution.

To overcome control complexity, we custom-programmed an intuitive iPad touch interface that unifies RS-232, IP, NDI, IR, and relay protocols into single-tap scene presets for effortless operation by non-technical staff.

Finally, active construction hazards were resolved by deploying dedicated UPS for the site against power surges, keeping equipment racks sealed against dust, and scheduling final acoustic tuning during off-peak hours after site dust and electrical works had stabilized.

In the State Cabinet Conference Hall, the Televic multimedia setup guarantees crystal-clear, secure, and feedback-free executive deliberations, fully enabling India’s first paperless CM Secretariat operations.

In the State Media & Presentation Zone, high-brightness 4K Video wall paired with acoustically transparent audio delivery provides state leadership with clear visual impact for critical executive briefings and strategy sessions.

In the Recording Studio, the 8-channel NDI production setup and integrated Press Patch Bay give the client in-house live streaming capabilities and instant direct audio feeds for broadcast media, eliminating temporary cabling clutter.

Finally, centralized control eliminates operational friction, allowing non-technical residence staff to manage multi-zone video routing, audio levels, and scene presets with single-tap ease for maximum daily efficiency.


What are you most proud of about the project?

We have successfully delivered a zero-compromise, multi-discipline AV ecosystem for a high-security state landmark. Seamlessly integrating three distinct functional environments—an executive digital conference hall powered by Televic for India’s first paperless CM Secretariat, a high-impact 4K media presentation zone, and a broadcast-ready recording studio setup—under a single, unified control framework of Extron stands as a major engineering milestone. Achieving pristine, zero-latency audio and uncompressed 4K video distribution despite severe construction site challenges and tight timelines highlights our team’s technical execution.
